The maximum penalty is 5 years gaol and/or a fine up to $66,600.
This isn’t new, I wrote about it in March 2020

Expats
Australians who are usually resident in an overseas country… Are no longer allowed to leave Australia without permission.
Starting yesterday (11 August 2021) this new law means that
- If you are an Australian
- Who normally lives in a country other than Australia
- But you are in Australia
- You need the approval of the Australian Border Force to leave Australia
Apparently, this new measure is to discourage regular travel, to reduce the burden on Australia’s quarantine system.
The maximum penalty is 5 years gaol and/or a fine up to $66,600.
